Adds CHANGELOG entries for the 5 PRs merged after #66 (the initial CHANGELOG creation): uptime endpoint, mkcert doc, pkg/auth skeleton, Phase B roadmap. Closes #70 (replaced — that one was on stale main due to Q-060).
