Adds dance-lessons-coach to the shared Vault iac. Triggers vault.yaml workflow which provisions gitea_cicd_dance-lessons-coach JWT role + dance-lessons-coach-ops policy (CI/CD) + dance-lessons-coach runtime policy + identity group. Required for dance-lessons-coach iac/ (PR-IAC1) to authenticate via auth_login_jwt.
