docs(prd): backlog sharpened for cold sessions — execution footers, splits, D9 parked #25

What

Operator ask (2026-07-12): make the backlog precise enough that future sessions start and finish work with minimum ambiguity. The issue-side work landed directly on the forge (all 22 issue bodies updated + 2 new); this PR lands the PRD side:

  • STATUS resume protocol sharpened: milestones ordered by due date; skip issues whose only open step is a [HUMAN] gate (the old rule would have parked a cold session on erp#46's Qonto-UI step); named cold-start entry points — erp#38 (fleet entry), erp#51 (startable today), erp#41/#42/#43/#44 (write-skill quartet, independent).
  • Every issue now carries an Execution footer (documented in the protocol): Blocked by / Blocks / Human gates / Start (worktree + first command) / Done means (evidence comment → PR Closes #N → doc sweep).
  • Backlog map updated: erp#59 (T14 backup watchdog, split from #48) and erp#60 (T11 reminder loop, split from #54) — each watchdog/file-vs-loop ships as its own small PR; #50↔#54 T11 overlap resolved (#60 owns the loop); post-replay markers on #56/#57.
  • D9 meeting capture parked (operator: nice-to-have; first calls are iPhone-first — desktop capture wouldn't cover them anyway).
  • scripts/prd_check.py preserved from the ephemeral session scratchpad — the closure protocol references the "prd_check pattern"; now it's runnable (this PR: all links/anchors NONE BROKEN).

Companion landed on erp: erp#61 preserves the 2026-07-11 replay pack (manifests + verify-provenance.py) that erp#41/#42/#43/#44 now reference as fixtures.
